Nokia Friends is good for the purpose designed for.
Why dont you design Nokia Market.
Its would work on a similiar bases but you could see a listing of shop and promotions as you walk through you local high street. You could also let pubs and rest. ..etc advertise there menus and any social nights that may be coming up.
Some of this could be picked up by Here and Now.
Other parts of your suggestion could be picked up by Point and Find.

the end user is not be considered here. One app should really do the job using gps to show you the revelant information as set by your the user profile .
Did you see Nulaz app. its allows you to find and chat will complete stranger in real time and uses geotags showing you near by bar etc.
