That is because Photo Browser only runs with S60 3rd edition with feature pack 1 or later. We've put every compatible device in the list. If your device is not in the list, I'm afraid it won't launch.

All S60 3rd Edition FP1 devices
S60 3rd Edition FP2 devices without accelerometer

Unfortunately E65 is a S60 3.0 (Symbian 9.1) phone thus no supported at the moment.
