Your phone does not have an option to shut the camera sound while taking pictures whether you put it to silent or you put the volume to level 1, the camera will still shutter while taking snaps

Of course this is not for Photo Browser but anyway, it depends on phone model & region where you bought the phone.

In many cases it's enough to select silent profile to silent the sound. Or you can go to Profiles and set warning tones off.
