Is this a planned move or was it forgotten?
Well... Going from Contacts on Ovi to Ovi Contacts was not a quantum leap, and that's why didn't consider it to be worth talking too much about. But indeed, that change has been made.
Reason why we did this is fairly simple: Ovi Contacts is easier to localize across different languages.
