OVI Mail is a IMAP service. I've posted in this previously in Nokia Messaging. Here are the settings.
The following settings work for me:
Incoming email:
User name: username@ovi.com
Password: *****
Incoming mail server: imap.mail.ovi.com
Mailbox type: IMAP 4
Security (ports) SSL
Port: 993
Outgoing email:
My email address: username@ovi.com
User name: username@ovi.com
Password: *****
Outgoing mail server: smtp.mail.ovi.com
Security (ports): SSL
Port: 465.

works on my phone too, but not on my pc.
I've got it woking on both of my home PCs.
The first is a Outlook 2007 running on Windows Vista Ultimate x64 on a desktop PC.
The second is Windows Live Mail on Windows XP Home x86 on an Eee PC Netbook.

i set it up but when i start send/receive it constantly ask for pass and user name.
This may sound obvious, but you have set your username as "nokia username"@ovi.com and not just "nokia username" haven't you. when I first tried to set-up a long time ago I assumed the user name would just be my "nokia username" without the @ovi.com bit.
This would of course cause the problem, but I assume this is already set correctly.
How many times have you checked the information you have set-up is correct. The security and port settings are easy to miss when setting up an account.

Is there any plans to release Ovi program for Windows?
I have over 1GB outlook.pst file, and part of my history is in it. So if i want start to be a Nokia user, it means that there must be exist Nokia Ovi program with outlook.pst import.
Another way is to develop outlook online-integration with Ovi services: we need outlook-ovi connector add on -program. Microsoft have now it's own outlook-connector to live-services.
It would be nice if somehow a small OVI mail app were incorporated into OVI Suite.
Although this would be nice for some, I just have Outlook linked to OVI. The reason that Microsoft have linked Outlook to for live services as both are provided by the same organisation and it is not possible to set Hotmail as a simple IMAP mailbox, due to microsoft.
Why would we need an OVI add-nn as it is already possible to set OVI up as an IMAP mailbox.

Calendar, contacts, notes and tasks won't sync with IMAP. Need something else.
Callendar, ontacts, notes and tasks sync between outlook ad yor phone and between your phone and www.ovi.com.

This is often down to a port issue. Have you checked the port address (number) you have set for the account in outlook?

I thought that 465 worked for SMTP. I assume you have SSL enabled.

If the 25 didn't work at all then port 465 was correct. Port 465 is what I use and it has worked in the past. Haven't tried sendin any mail from OVI recently as it is not my main email. I'll try over the weekend.
I would ask if you username is correct as many people forget to add the @ovi.com after there standard username, but if this was the case you would not be able to receive e-mail either.
What is the error message when you try to send an email using ovi (using port 465) ?

Not at my PC to verify this, but have you tried going into Accounts under the tools menu in Outlook and and editing your OVI account to select "My server requires authorisation"?
