For me the solution/workaound was to. Re-install. I also backed up the Cities folder and QF file to me F: drive at each stage in the installation and Map Loading process. (1) Post Maps Reinstall. (2) Post running Maps Loader to install Map Data and Voice Files. (3) Post First run of the Maps software. The reason I did this was to speed up the recovery process when data was lost. The loss of data is what causes theMaps software to keep downloading Map Data although you have already downloaded it using Mpa Loader. Other worked out that by installing a 3rd party file manager like Active File from http://www.alietan.com or Y-Browser from http://www.drjukka.com and use this to change the properties of the cities folder, setting it as a system folder. One thing to do is note is that whilst the cities folder is set as a system folder Map Loader will not work so you have to unset it from being a system folder to use Map Loader and then set it back afterwards.
If you have encountered this issue with v3.03 of maps then this is a bigger issue as I assumed it was sorted in this new version of Maps. If not we have issues.
