As I wrote you several times, your algorithm to calculate the fastest route is wrong.
Why you do not use the algorithm of Navteq? Navteq is a company aquired by Nokia (http://www.nokia.com/press/press-releases/showpressrelease?newsid=1157198) and it cannot be so hard for you to have it.
