When I try to install MyMobileSite_widgets.sis (found at http://betalabs.nokia.com/betas/view/mobile-web-server) my phone (an E71x) tells me that the file's certificate has expired. Is there a new version of the file available?

There should be no issues installing. You will though need to check your settings within the Application Manager. In that application's settings, there is a section for checking the certificate. That can be set to off, and then you would have no issue installing the MWS, or any other applicaiton.
