How can we download MFE.HTML? I was able to download MFE.CER.

You can download from PC by clicking on the DOwnload by PC and the Zip file has the file. Alternatively you can also download the file from here. You will need to save this on your device first nd then open this by going into gallery and opening the file. https://betalabs.nokia.com/sites/default/files/MFE.html
Please note: you will also need to download the certificate and name it mfe.cer so that the certificate is installed
